Bio/Description

Anthony Julies served twenty-five (25) years with the National Treasury (NT) of South Africa, in both domestic and international portfolios since January 1995. Most recently, he occupied the position of Deputy Director-General (DDG): Asset and Liability Management (ALM), reporting to the Executive Head (Director-General) of the NT (2014-2019). Prior to this, Mr. Julies was Chief Director (CD): Strategy and Risk Management (SRM) in the ALM division (2004-2014).

As DDG: ALM, his mandate included managing the government’s financial assets, i.e., mainly cash balances and State-Owned Companies (SOCs) and liabilities, i.e., mainly the portfolio of government debt and contingent liabilities. As CD: SRM, he developed and maintained a financial risk management framework, inclusive of market, credit, and country risk, during which he also served on the NT Risk Management and Governance Review Committee Committees.

Cabinet approved that Mr. Julies serve as non-executive director on the boards of the South African Special Risks Insurance Association (2006-2009), the South African National Roads Agency Limited (2009-2013), the Development Bank of Southern Africa (2013-2014), and as executive director on the board of the African Development Bank (2001-2004).

Anthony is a full-time PhD research student of financial and management studies at SOAS, University of London, and a certified director with the Institute of Directors of South Africa.
